Most outboards make their best fuel economy at around 4000 rpm.  You also need to have the proper prop for the boat.  If you really want to get max range, invest in a floscan, and adjust engine rpm and trim for best mileage.

Hitting the sweat spot of your engines can make signifigant improvements in mileage.
