Is it legal to float Portage Creek?

Hey I was looking at Class I floats for a canoe or inflatable and found Portage Creek from the Portage Lake to the Turnagain arm listed in the Alaska River Guide.  Then, when I was researching online I saw that there was a $5000.00 fine for boating on the lake ( I guess it is to keep people away from the pay ferry that views the glacier).  Does anyone know if this applys to the whole portage creek system, or can you put in at the lake so long as you immediately start the float down the creek system.  Thanks
